The trick: the first API request uses the Minimal prompt (1 line, 2 tools — bash + read/edit/write depending on task type), which anchors V4 Pro's reasoning trajectory at its optimal chain. After the first durable tool call, the full 25-tool Standard catalog is restored. Three anchor personas: spec (fix/debug/maintain), react (build from zero), and weak (ambiguous — model self-classifies). No runtime contexts on request 1 — the cleanest possible opening. After anchoring, the full Standard toolset is available for the rest of the session.
