A plugin switchboard for the DSH web GUI: Settings → Plugins → Plugin Switch shows every loaded plugin as a card (description, enabled/disabled, fiber phase running/pending/failed) with Start/Stop (runtime only — does not rewrite cordis.yml), fuzzy search (name/module/id/description), grouped categories (core/UI/theme/tools/fun/other), a core guard so the page cannot take itself down, usage history persisted to ~/.dsh/dsh-plugin-toggle.jsonl (last 1000), and a same-origin HTTP API (/plugin-toggle/list, /logs, /set).

- Core and surface plugins are guarded and cannot be stopped from the UI; other plugins require a two-step confirmation.
- Does Start/Stop rewrite cordis.yml?
- No — it is runtime only via entry.update({ disabled }); no tree.write(). Installed as a composition plugin, it survives dsh web restarts.
