Keeps the model-visible tool list within context budget on every turn: the plugin's system-prompt/assemble listener computes a tier and replaces the model-visible tools — tier 0 shows every tool when the catalog is small, tier 1 shows a bridge plus group name/description listings when the grouped manifest fits the budget, and higher tiers defer more of the catalog to the search bridge.
