DSH Capability Inspector is a read-only runtime diagnostics and health-check plugin: it registers an inspect_dsh tool that explains which capabilities are actually available to the calling agent and where a configuration or runtime problem may be occurring. It never returns API keys or credentials, never changes configuration, and never auto-repairs failures — usable as a DSH Doctor / capability matrix / MCP troubleshooting aid.
